One crucial aspect of pet ownership is ensuring that our animals do not become a nuisance to others. Cleaning up after our pets is not only a matter of basic hygiene but also a legal requirement. Leaving a mess behind not only tarnishes the environment but can also pose health risks to others.
Moreover, it's important to recognize that letting dogs roam freely without a leash can lead to potential dangers and disruptions. This practice is not only unsafe for the dog but also for other people and animals in the vicinity. In our area, allowing dogs off-leash in public spaces is subject to sanctions and fines.
To ensure a harmonious coexistence within our communities, it's crucial for all pet owners to familiarize themselves with the laws and regulations governing pet ownership. By obeying these laws, we demonstrate respect for our fellow citizens and contribute to creating a safer and more pleasant environment for everyone.

Article 85: Classification of Infractions and Their Sanction
The administrative infractions outlined in this title are classified as minor, serious, and very serious.
Minor Infractions:
a) Possession of unregistered dogs.
b) Failure to maintain complete clinical records for animals subject to vaccination or mandatory treatment.
c) Transporting animals in violation of the requirements established in Article 6 of Law 4/1994 of July 8 of the Generalitat Valenciana concerning regulatory standards for the protection of pets.
d) Sale or donation of animals to minors under 18 years of age or disabled individuals without authorization from those with parental authority or custody.
e) Presence of animals in green areas, parks, and areas designated for children's games.
f) Allowing animals to go in public spaces or green areas without their corresponding identification tags or without a leash.
g) Failure to notify the Town Hall of the death or disappearance of a dog.
h) Neglecting to inform the Town Hall of changes in the owner's or responsible person's address for a dog, as well as any transfer of ownership.
i) Failure to maintain surveillance dogs in adequate safety conditions.
j) Neglecting to warn of the presence of surveillance dogs.
k) Failing to take appropriate measures to prevent disturbances that, due to any circumstance and frequency, cause discomfort to the neighborhood.
l) Engaging in the non-mobile sale of animals without complying with the general conditions established by law.
m) Using animals for commercial purposes on public roads without municipal authorization.
n) Disobeying instructions given by municipal public transportation means.
o) Any infraction of this ordinance that is not considered serious or very serious.
Serious Infractions:
a) Maintaining animals of dangerous species without prior authorization.
b) Displaying animals in commercial windows or donating animals as a prize, advertising claim, reward, or compensation gift for other acquisitions not related to the onerous transaction of animals.
c) Maintaining animals without food, tied or caged in inappropriate facilities from a hygienic-sanitary perspective, inadequate for providing the necessary care and attention to animals according to their ethological needs, breed, and species.
d) Failing to vaccinate or administer mandatory treatments to pets.
e) Establishments for the temporary maintenance, breeding, or sale of animals failing to comply with any of the requirements and conditions established by Law 4/1994 of July 8 of the Generalitat Valenciana regarding regulatory standards for the protection of animals.
f) Filming scenes with animals that simulate cruelty, abuse, or suffering without prior authorization from the competent body of the Valencian Community.
g) Failing to comply with the obligation to identify animals as indicated in Article 11 of Law 4/1994 of July 8 of the Generalitat Valenciana regarding regulatory standards for the protection of pets.
h) Recurrence of a minor infraction.
i) Failing to take necessary measures to prevent the escape or loss of potentially dangerous animals.
j) Failure to identify potentially dangerous animal.
k) Omitting the registration of a potentially dangerous animal in the Registry.
l) Staying in public places with the potentially dangerous dog without a muzzle or leash.
m) Refusal or resistance to provide data or facilitate the information required by competent authorities or their agents, in order to comply with the functions established in Law 50/1999 of December 23 on the Legal Regime for the Possession of Potentially Dangerous Animals, as well as supplying inaccurate information or false documentation.
n) Failure to submit the animal that caused a bite to veterinary control.
Very Serious Infractions:
a) Abuse and physical or mental attacks on animals.
b) Abandonment of animals not considered potentially dangerous.
c) Filming scenes involving cruelty, abuse, or suffering of animals when the damage is not simulated.
d) Sterilization, practice of mutilations, and sacrifice of animals without veterinary control.
e) Street sale of animals.
f) Breeding and marketing of animals without the corresponding licenses and permits.
g) Providing animals with drugs or foods containing substances that can cause suffering, serious disorders altering their natural physiological development, or death, except those controlled by veterinarians in cases of need.
h) Failure to comply with the obligation to report to the competent health practitioner, as soon as possible, the existence of any symptom indicating the presence of a contagious or transmissible disease to humans.
i) Using pets in shows, fights, popular festivals, and other activities indicating cruelty or abuse, which may cause death, suffering, or subject them to unnatural or humiliating treatments. In such cases, the provisions of Law 14/2010, of December 3, of the Generalitat, on Public Entertainment, Recreational Activities, and Public Establishments will be followed for the imposition of the corresponding sanction.
j) Inciting animals to attack people or other animals, except for police dogs and shepherd dogs.
k) Recurrence of a serious infraction.
l) Abandoning a potentially dangerous animal, irrespective of species or whether the animal is identified or not, provided it is unaccompanied by any person.
m) Having dogs or potentially dangerous animals without a license.
n) Selling or transferring a potentially dangerous dog/animal to someone without a license.
o) Training animals to activate their aggressiveness or for prohibited purposes.
p) Training potentially dangerous animals by individuals without a training certificate.
q) Organizing or participating in contests, exercises, exhibitions, or shows of potentially dangerous animals intended to demonstrate their aggressiveness.
Article 86: Sanctions Regime
Violations of the provisions outlined in this title may incur fines up to the following amounts:
Minor infractions: from 30.05 to 601.01 Euros
Serious infractions: from 601.02 Euros to 6,010.12 Euros.
Very serious infractions: from 6,010.13 to 18,030.36 euros.
